 Lot A: Variable Shunt Reactor at Zestafoni Substation

Lot B: Transformer at Marneuli Substation

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, (http://www.ebrd.com) on May 02, 2013.

Georgian State Electrosystem JSC (GSE/Energotrans Ltd.) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Jvari – Khorga Interconnection Project.

The contract scope includes design, engineering, manufacturing as well as transportation to site, unloading, temporary storage, installation and commissioning, energizing works and services complete in each respect, as detailed and specified in the Employer’s Requirements for:

  • Lot A: Extension of existing 500kV Zestafoni substation by a new variable shunt reactor with adequate controller for the variable reactive power
  • Lot B: Extension of existing 220kV Marneuli substation by a new transformer

Tenderers may tender for one or both Lots. Each Lot will be awarded as a separate contract. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

All works shall be designed, manufactured, installed, tested and commissioned in accordance with the national and international standards, regulations, design guides and practices specified in the Tender Documents.

The tenderer must demonstrate to the Client that it substantially satisfies the following post- qualification requirements regarding experience, personnel, equipment, capacity, financial position and litigation history as mentioned in Tender Data, para. 3.2 (refer also to applicable forms in Volume I, Section V ii.). The main qualification criteria requires, among others:

General Experience: Lot A or B: The tenderer shall have an average annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) over the last five (5) years of EUR 9,500,000.00 equivalents.

Hence the tenderer needs to meet an average annual turnover of EUR 19,000,000.00 over the last five (5) years to qualify to tender for both lots.

Specific Experience for Lot A or Lot B:The tenderer shall meet the following minimum criteria:

(a) successful experience as a contractor (prime or lead partner in case of JVCA) in the execution of at least three (3) turnkey contracts in the field of HV substations at voltages 220 kV or above successfully completed in each respect of a magnitude comparable to the proposed contract within the last five (5) years. For assessment purposes each of the comparable contracts shall include successful completion of supply and installation of HV substations with a value not less than equivalent of EUR 4,500,000.00 per contract.

Lot A Specific Experience: (b) successful experience (prime or subcontractor) in the execution of at least three (3) contracts containing the design, supply and installation of at least three (3) 400 kV shunt reactors (3 phase units) within the last five (5) years. For assessment purposes the values of the referred contracts shall be not less than equivalent EUR 2,000,000.00 Million per contract;

Lot B Specific Experience: (c) successful experience (prime or subcontractor) in the execution of at least three (3) contracts containing the design, supply and installation of at least five (5) 125 MVA Power Transformers within the last five (5) years. For assessment purposes the values of the referred contracts shall be not less than equivalent EUR 1,500,000.00 Million per contract;

Evidence shall be given by reference list for the last 5 years, type test reports and Employer’s Certificates and/or Taking-Over Certificates.

Personnel Capability:   The Project Manager shall have (i) total work experience of at least 15 years, (ii) min. 10 years experience in similar works and (iii) 8 years as manager of similar works.

The Construction/Site Manager shall have (i) total work experience of at least 15 years, (ii) min. 7 years experience in similar works and (iii) 5 years as manager of similar works.

The Chief Designer, Civil Engineer and the HSE/QA Responsible shall have total work experience of at least 10 years and min. 5 years experience in similar works.

First choice candidate and an alternate candidate shall be provided for each lot separately.

Equipment Capabilities: The Tenderer shall own, or have assured access to the HV Testing Equipment, Secondary Circuits and Protection Relays Testing Equipment and Automatic Voltage Regulator Testing Equipment for use in the proposed contract in Georgia. Equipment shall not be older than five (5) years. The Tenderer may also list alternative equipment.  When the Tenderer is submitting a Tender for both Lots, the equipment shall be provided for each Lot separately.

Financial Position: The Tenderer shall demonstrate that it has access to construction cash flow for the contract for a period of 6 (six) months, estimated as not less than for Lot A: EUR 1,200,000.00, Lot B: EUR 500,000.00 and for both Lots: 1,700,000.00 equivalent, taking into account the tenderer’s commitments for other contracts. Based upon known commitments, the Tenderer shall also provide a summary of the projected assets and liabilities for the next 2 years. All financial declarations shall be certified by an independent accountant.

Non-performance History: A consistent history of litigation and/or arbitration awards against the tenderer or any partner of a joint venture or their non-performance under the contracts may result in failure of the application.

Moreover, if an tenderer is formally debarred from contracting activities by the law or official regulation of the Client’s country or by the Bank, and the Client may not enter into a contract with such tenderer, the Client may reject the application.

Current Obligations and Pending Awards: The tenderer shall provide information on the on-going contractual obligations and pending contract awards.

The Client may reject the application if the level of the confirmed commitments to be carried out in parallel with the Contract exceeds the tenderer’s annual turnover for the previous year by a factor of 1.2.

Specific Requirements with regard to JVCA:

The JVCA must satisfy collectively all the above mentioned criteria, for which purposes the relevant figures for each of the partners shall be added to arrive at the JVCA’s total capacity.

Each partner shall meet not less than 30% of all the above mentioned qualification criteria.

Each partner shall satisfy the requirements with regard to the soundness of the non-performance history, specified.

Individual forms shall be provided for each Lot separately.Further details for the purpose of post qualification are mentioned in Vol. I. Tender Data, para. 3.2.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

All tenders must be accompanied by a Tender Security for Lot A: EUR 200,000.00 for Lot B: EUR 80,000.00or its equivalent in a convertible currency. When tendering for Lot A and Lot B both securities have to be provided individually.
