This Invitation for Tender follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com) on May 02, 2013.
Georgia, hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), KfW Development Bank together with EC Neighbourhood Investment Facility (EC NIF) towards the cost of Jvari – Khorga Interconnection Project.
The Purchaser now invites sealed tenders from Suppliers for the following EBRD financed contracts, hereinafter referred to as “the Contracts”, to be funded from part of the proceeds of the loan. The contracts regard four (4) Lots (I, II, III & IV), all under Package D: Machinery/Tools for HV. Within this Package (and these Lots) the following equipment shall be supplied:
Lot I – Trucks:
1. Cross-country Crew Truck with Double Cabin – three (3) pcs
2. Cross-country Crew Truck with Double Cabin and Crane – one (1) pc
3. Mandatory Spare Parts – one (1) lot
4. After Sales & Maintenance Services – one (1) lot
5. Training for Trucks – four (4) drivers (one per truck).
Lot II – Tools, accessories & OPGW stringing machine:
Item II.1 – Tools & accessories:
1.1. Hydraulic Compression Press Machine with Die Sets (200 ton capacity) with engine and hose – one (1) set
1.2. Hydraulic Compression Press Machine with Die Sets (100 ton capacity) with engine and hose – one (1) set
1.3. Hydraulic conductor cutter – two (2) pcs
1.4. Three sheave aerial rollers, 800 mm – ten (10) sets
1.5. Single sheave rollers 600 mm dia OPGW – ten (10) sets
1.6. Hand tools boxes with tools for usage on transmission line maintenance works – two (2) sets
1.7. Light weight chain pulley block (5 ton capacity) – two (2) sets
1.8. Come along clamps suitable for floating jaws AC 300/43 AC 300/67 AC 400/93 and AC 300/204 and CARDINAL – five (5) clamps, each with five (5) jaws
1.9. Come along clumps suitable for GSW/ACS/OPGW with floating jaws for C 70 mm² ; C120mm² and C185 mm² – two (2) clamps, each with three (3) jaws
1.10. Suspension ladder – two (2) pcs
1.11. Anchoring ladder – one (1) pc.
Item II.2 – OPGW Stringing Equipment, consisting of:
2.1. Hydraulic puller, suitable for use with pull and speed recorder – one (1) pc
2.2. Hydraulic tensioner, with diesel engine (for pulling back) – one (1) pc
2.3. Electronic stringing parameter recorder – one (1) pc
2.4. Cradle reel elevator, 20kN with disk brake device – two (2) sets
2.5. Hydraulic reel elevator complete with support with self locking wedges for wooden conductor drums – one (1) set
2.6. Hydraulic motor for control of the drum winding and unwinding, with connecting hoses – one (1) set
2.7. Anti-twisting braided rope, diam.10 mm, length 1200m, complete with spliced eyes at both ends and wound on steel reel – five (5) sets
2.8. Anti-twisting braided rope, diam. 16mm, length 900m, complete with spliced eyes at both ends and wound on steel reel – one (1) set
2.9. Detachable reel, 1100mm – two (2) pcs
2.10. Steel reel, 1100 mm – two (2) pcs
2.11. Single conductor pulley, diam. 650 mm – twenty (20) sets
2.12. Single conductor pulley, diam. 850 mm – four (4) sets
2.13. Fiber optic cables head boards – one (1) pc
2.14. Grounding device – two (2) pcs
2.15. Fixed joint for rope with max diam. 10 mm, 1570 mm – ten (10) pcs

Item II.3 – Mandatory Spare Parts – one (1) lot
Lot III – Bulldozers, Excavator & Loader:
1. Bulldozers with front blade – two (2) pcs
2. Crawler Excavator – one (1) pc
3. Wheel Loader – one (1) pc
4. Mandatory Spare Parts – one (1) lot
5. After Sales & Maintenance Services – one (1) lot
6. Training for all items – four (4) operators (one per item).
Lot IV – Special Trucks & Vehicles:
1. Truck with mounted crane – one (1) pc
2. Truck with mounted boom lift (aerial work platform) – one (1) pc
3. Four-Wheel Drive Pick-Up – seven (7) pcs
4. Rough Terrain Forklift – one (1) pc
5. Mandatory Spare Parts – one (1) lot
6. After Sales & Maintenance Services – one (1) lot
7. Training for Trucks and Forklift – three (3) operators (one per item 1,2 and 4).
Tenderers are allowed to submit their Tender(s) for one or more (or all) of the above mentioned Lots. Each lot must be priced separately and shall be submitted in separate sealed Tenders. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.“
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of each of the contracts, Tenderers must satisfy the following minimum criteria (please refer to Section III Evaluation and Qualification Criteria of the Tender Document):
• Experience as Supplier, in at least three (3) contracts within the last three (3) years, each with a value of at least:
Euro 900,000 for Lot I;
Euro 220,000 for Lot II;
Euro 600,000 for Lot III;
Euro 600,000 for Lot IV.
The aforementioned contracts need to have been successfully and substantially completed and similar in terms of Scope of Supply with the proposed Goods (in each lot respectively). The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Part 2. Scope of Supply and Technical Requirements. Employer’s Certificates, reference lists, ISO Certificates shall be provided with Tender for the evidence of Tenderers Qualification.
• The Tenderer shall demonstrate that they have access to, or have available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent of:
Euro 1,100,000 for Lot I;
Euro 250,000 for Lot II;
Euro 700,000 for Lot III;
Euro 700,000 for Lot IV.
The Tenderer’s commitments for other contracts need to be taken into consideration.
• Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last five (5) years of equivalent of:
Euro 3,000,000 for Lot I;
Euro 720,000 for Lot II;
Euro 2,000,000 for Lot III;
Euro 2,000,000 for Lot IV.
The Tender Document may be obtained from the office at the address below, upon payment of a non-refundable fee of Euro 600 or equivalent in a convertible currency. The fee has to be paid on the following account:

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier; however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

Tenders must be delivered to the office at the address below on or before 15:00 p.m. local time, on October 20,.2014, at which time they will be opened, in the presence of those tenderers’ representatives who choose to attend.
